The Central Government’s directive to open the borders of the states in UNLOCK 2 has been rejected by the Punjab Government. In Punjab, it will be mandatory for people coming from and around Delhi to get e-registration. Chief Minister Captain Amarinder Singh says that this step has been taken as a precaution. There are more cases of corona infection in and around the capital Delhi. The number of trains coming from that side in Punjab is increasing.

The important thing is that the Punjab government had issued instructions on June 30, before the instructions of the Center’s Unlock-2 were issued. The Chief Minister said that those filing through the Shambhu border will have to get an e-register. This decision was taken in a high level meeting chaired by the Chief Minister.

Chief Secretary Vini Mahajan said that the services of private people will be taken to make home quarantine for those who enter the state. All people entering the state must compulsorily register themselves either on the Kova App or the government web-portal. The registration certificate along with the bar code will have to be placed on the front mirror of the vehicle, whoever enters without putting a print of the certificate on the screen of the vehicle, will be stopped and registered on the spot.

He said that the elimination of the need to make passes in the unlocked 2 of the Government of India and e-registration will help in monitoring and detecting the arrival of domestic travelers. Canceling the revised guidelines issued for home quarantine for domestic travelers, the Captain said that this step will not be taken in Punjab.

The Chief Minister has allowed Kovid-19 rapid antigen testing as a pilot project from next week. It will cover at least 1000 tests. After the success of the pilot project, tests will be conducted for migrant laborers coming to the state for opening of industry and transplanting of paddy in the fields. The state government will purchase rapid antigen testing kits to further enhance the capacity of Kovid tests.

Center not funding

Chief Secretary Vini Mahajan says that the Indian government is slowly withdrawing from the supply of PPE kits and medicines. For this, Punjab has so far received only Rs 72 crore. Additional funds have been sought from the central government. If there is no positive approval for the next few days, then the Chief Minister may have to interfere.
