Chhattisgarh: Madvi Hidma, the naxalite leader, who had gone out in search of him
Naxalite leader Madvi Hidma’s name was particularly discussed in the incident of security forces’ encounter with Maoists in Bijapur, Chhattisgarh.
On April 3, the commander of Battalion No-1 of the Security People’s Liberation Guerrilla Army had come out to capture Madvi Hidma. The police had received information that Hidma and his associates are present in this area.
But, on the occasion, Naxalites attacked the soldiers and in this encounter 22 soldiers died.
This 40-year-old Maoist rebel leader is said to be responsible for many deaths in Dandakaranya in the past decade.
People who know and meet Madvi Hidma are often surprised that ‘Can one person make many strategies?’
The BBC spoke to those who have worked in the Maoist organization and are now separated from it. Among these, some people have also met once or twice with Hidma.
These people say that Madvi Hidma is very soft-spoken and talks with respect. People who have met him are surprised to see that they can create such a huge devastation.
But, Hidma has attacked the security forces about ten times and they are responsible for the death of hundreds of soldiers.
How it started
Madavi Hidma’s advancement in the Maoist party was astonishing. Hidma was associated with the Maoist organization in 1996–97. At that time, he was only 17 years old. Hidma has two more names, Hidamallu and Santosh.
He is a resident of Purvarti village of Sukma district in South Bastar area. It is said that 40-50 Maoists have emerged from this village. Before joining the Naxalites, Hidma used to do farming.
Hiddam does not talk very much. They are interested in learning new things. He also learned English from a lecturer who worked for the Maoist organization.
Madvi Hidma knows Hindi when it is not her mother tongue. Hidma has studied only till the seventh grade.
A former member of the Maoist organization told the BBC, “Hidma was sent to the branch of the organization that manufactures weapons for the Maoists around the year 2000. People say that Hidma developed his techniques by developing new weapons to make weapons there.” Talent was shown. “

About 2001-2002, Hidma was sent to the South Bastar district platoon. He later joined the Maoist armed squad PLGA (People’s Liberation Guerrilla Army).

People who study Maoist activities say that Hidma was a normal member between 2001 and 2007. But, Salwa Judum, who moved to Bastar area, played an important role in activating them.
According to an analysis, the sentiment of revenge against the Salwa Judum revived the Maoist organization in Bastar, although there was not a very good situation there in the mid-1990s.
People say that this may be the time when Hidma too has got a chance to move forward in the Maoist organization.
A former Maoist says, “The atrocities against his own people provoked him.”
In March 2007, 24 CRPF personnel were killed in an attack on the police in Urapal Metta area. It is said that this attack took place under the leadership of Hidma.
A former member of the Maoist organization says, “CRPF personnel burnt the entire village. When Hidma and his associates came to know of this, they came to stop the police and attacked the CRPF.”
However, the BBC does not confirm that the CRPF personnel had burnt the villages.
This incident is important because till this time, the Maoists mostly depended on land mines. This was the first time he had a face-to-face encounter with the police.
People say that Hidma played an important role in bringing the Maoists from landmines to guns.
A former woman Maoist says, “The leaders of the organization were also surprised to see Hidma’s aggression. Later they showed similar aggression. That is why they were given big responsibilities in the organization.”
About 2008-09, Hidma became the commander of the first battalion, which was recently formed. This battalion has been actively working in the area of Bastar.
Later in 2011, Hidma became a member of Dandakaranya Special Zone Committee. In April 2010, 76 police personnel were killed in an incident in Tadmetla.
At the same time, in March 2017, 12 CRPF personnel lost their lives. It is said that Hidma was involved in both these attacks.
Gun use
One more thing is said about Madvi Hidma that he leads the Maoists during the encounter but he himself runs a gun very rarely.
A Maoist who left the Maoist organization after 2011 said that there used to be an interesting discussion about Hidma in the organization. Hidma’s method of fighting was aggressive. He also took part in many ground battles but he himself runs a very small gun. He leads them. Hidma does not pick up a gun unless there is helplessness. Under his leadership, the team works very actively. However, he does not stay away from the battlefield, but leads his comrades.
A former Maoist says, “Surprisingly, even after being involved in many battles, he did not suffer even a minor injury. I do not know whether he has been injured after 2012 or not.”
Long journey as a Maoist
In the past too, the names of many big Naxalite leaders have come up. But, they all attacked the police in a hurry. Against them all, Hidma has been active for a long time. It is said that Maoist leaders who make haste and do wrong, are killed or surrendered. However, Hidma is said to be different.
Several policemen confirmed that at the time of this encounter, Hidma was present on the spot. Some police officials have told the BBC that apart from Hidma, Central Military Commission Chief Dev Ji and Telangana Committee Secretary Hari Bhushan were also present there.
Local gathering
Hidma is considered the hero of Bastar. They come from a local tribe. They mingle with the local people and maintain good relations with them. There is a craze among local youth about Hidma.
A local journalist reporting in Dandakaranya said, “The locals consider him like a deity. He listens carefully to everyone and makes notes. This is his habit.”
He says, “It is wrong that Hidma has received training abroad. He has not seen any big city as much as I know. He must not have gone beyond Dandakaranya or Bastar. To travel on Hidma’s main roads. There is no proof of that. “
Recently, a reward of lakhs was placed on Hidma. The Hindu newspaper wrote in September 2010 that Hidma had become a member of the central committee, considered the supreme body of the Maoist organization.
However, a police intelligence officer told the BBC that Hidma has not yet become a member of the Central Committee. In such a situation, it is not clear whether Hidma is in the Central Committee or not.
Maoist Organization Structure
The Communist Party of India (Maoist) has three main branches – First: Party, Second: Armed Forces and Third: Janata Sarkar
Party: Organizational development, party committee directs. The party is the supreme body for them.
It consists of a central committee, a state committee, and a committee based on the zone. The decision of the central committee of the party is final.
The Armed Forces and the Janata Government also work under it.
Armed Forces: Their job is to fight the police. Although all Maoists carry guns, the people involved in this branch mainly fight. It is called the People’s Liberation Guerrilla Army.
They work in battalions, regional war groups and operate under the direction of commanders and the party.
Janata Sarkar: It is known as the revolutionary Janata Samiti. The areas under its control are called ‘Azad areas’. In these areas, they run the government in a way and make complete arrangements.
People living in these areas get advice in minimum health facilities, some education and agriculture. They especially provide treatment to tribals in diseases like malaria and diarrhea.
